The Football Association of Thailand Under the Patronage of His Majesty the King
Subject: Invitation to Submit Proposals for the Provision of Video Assistant Referee (VAR) Light System and Procurement of Headsets through Selection Process

The Football Association of Thailand Under the Patronage of His Majesty the King (the "Association") has a mission to developing football in various areas, including professional football leagues, both men’s and women’s national teams at all age levels, as well as improving the standards of competition and personnel development. To achieve these goals, the implementation of the Video Assistant Referee Light system is essential to enhance transparency and stability in refereeing decisions, supporting referees in their duties effectively.

In this regard, the Association invites individuals or legal entities interested in submitting proposals to provide the VAR Light system and procure backup headsets. The details are as follows:

1. Qualifications of the Proposers:

1.1 Must be an individual or legal entity.
1.2 Must be engaged in the profession related to the bid.
1.3 Must not be bankrupt.
1.4 Must not be in the process of dissolution.
1.5 Must not be temporarily suspended from bidding or contracting with government agencies due to failing to meet performance evaluation criteria, as determined by the Ministry of Finance and announced in the government procurement information system.
1.6 Must not be listed on the blacklist for abandonment of work and circulated by government agencies in the government procurement information system.
1.7 Must not have a conflict of interest with other proposers or act in a manner that obstructs fair competition on the day of bid submission.

2. Scope of Work:

The proposer must provide the VAR Light system and procure backup headsets with the following details:

2.1 System Requirements
2.1.1 Software and hardware implementation, including the VAR Light system.
2.1.2 System specifications:
• Calibration: The system must have precise calibration for detecting the position of players and the ball.
• Data Integration: The integration of data with 3D Cross Hair Light.
• Sync and Alignment: Synchronization and alignment of operational data.
• Interface Compatibility: The ability to integrate Cross Hair Light with the VAR system framework.
• Precision and Speed: Accuracy in detecting key moments.
• Low Latency: The system must display and analyze with low latency.
• Certification and Compliance: The system must be inspected and certified to meet FIFA standards and regulations.
2.1.3 Installation of equipment, signal connection, and maintenance.

2.2 Equipment Procurement:
2.2.1 Communication devices, wireless transmitters, communication systems between on-field referees and the VAR room, and other necessary equipment, including:
• Headsets: Noise-cancelling and comfortable for use.
• Microphones: Clear sound quality with noise-cancelling capabilities.
• Transmitters: Stable signal coverage for communication.
2.2.2 Headset devices (in addition to item 2.2.1), a total of 40 units, must 
meet the specifications outlined in item 2.2.1.

2.3 Maintenance:

Maintenance is crucial for the stability of the VAR system, including regular inspection and upkeep of electronic equipment. The proposer must provide personnel and materials for repairs.

2.4 Performance Bond:

The successful proposer must provide a performance bond in the form of a bank guarantee from a bank headquartered in Thailand to the Association on the contract signing day. The bond must be equivalent to 15% of the contract price and will be used to guarantee the performance of the contract. The Association reserves the right to enforce the bond throughout the contract term.

3. Evaluation Criteria:

3.1 Qualifications of the Bidder:
The proposer must meet the qualifications outlined in Section 1 and submit all required documents. If any qualifications or documents are incomplete or incorrect, the price proposal will not be considered unless the errors are minor and beneficial to the Association.
3.2 Technical Proposal Evaluation:
The proposer must submit technical details as per the scope of work in Section 2. Incomplete submissions will not be considered.
3.3 Price Proposal Evaluation:
The price proposal will be evaluated based on the highest value and benefit within the approved budget, and not necessarily the lowest price.

4. Budget:

The budget for the service provider is a total amount not exceeding 500,000 USD, calculated in Thai Baht at the exchange rate on September 27, 2024, where 1 Baht equals 32.5 USD. The total amount is 16,250,000 Baht (Sixteen million, two hundred and fifty thousand Baht), inclusive of VAT. The project budget will be used for operations during the second leg of the Muang Thai League football competition for the 2024/25 season 
(159 matches).

5. Duration:

The successful proposer must complete the work within one month from the contract signing date.

6. Submission of Proposals:

Proposals can be submitted via email to secretariat@fathailand.org or at the Association's office at 286 FA Thailand Building, Ramkhamhaeng Road, Huamark, Bangkapi, Bangkok 10240, from now until October 18, 2024, at 5:00 PM.
