Subject: Invitation for Proposals to Video Assistant Referee (VAR) Cross Hair 3D & Improved Visual Image System Through Selection Method

The Football Association of Thailand under Patronage of His Majesty the King (the Association) has a mission to develop football in various aspects, including professional football leagues, the Thai national men’s and women’s teams in all age categories, and the enhancement of competition standards and the development of football personnel. To carry out these efforts, it is essential to have equipment and the Video Assistant Referee (VAR) Cross Hair 3D system to improve the transparency and stability of refereeing decisions. This will effectively support the referees in performing their duties.

The Association hereby invites individuals or legal entities to submit proposals to provide the VAR Cross Hair 3D system and improve the visual image system. The details are as follows:

1. Eligibility of the Proposers

1.1 Must be an individual or legal entity.
1.2 Must be engaged in the type of work that matches the scope of this proposal.
1.3 Must not be bankrupt.
1.4 Must not be in the process of liquidation.
1.5 Must not be temporarily suspended from submitting proposals or entering contracts with government agencies due to failure to meet performance evaluation criteria as defined by the Minister of Finance, as announced in the information network of the Comptroller General’s Department.
1.6 Must not be listed in the government’s registry of defaulters on public contracts.
1.7 Must not have conflicts of interest with other proposers on the day of proposal submission, and must not engage in actions that obstruct fair competition during this bidding process.

2. Scope of Work for the Video Assistant Referee (VAR) Cross Hair 3D & Improved Visual Image System

2.1 System Work
2.1.1 Upgrade of software and hardware for the VAR Cross Hair 3D system.
2.1.2 The system must have the following features:
- Cross Hair Visualization: Display images from a perpendicular line view (both horizontal and vertical).
- Calibration: The system must have precision settings for detecting player and ball positions.
- Data Integration: Integration of data from the current Association system with 3D Cross Hair visuals.
- Sync and Alignment: Synchronization and adjustment between the current VAR system and the new system.
- Interface Compatibility: The ability to adapt the Cross Hair feature to work with the current VAR system.
- Precision and Speed: Accurate detection of critical moments.
- Low Latency: The system must display and analyze with low delay.
- Certification and Compliance: The system must meet FIFA's certified standards.
2.1.3 Installation of tools and equipment, signal connection, and system maintenance.

2.2 Procurement of Equipment
2.2.1 Visual equipment, including high-resolution live broadcast cameras capable of displaying in 3D, and image processing systems to analyze and display from different angles, with the following specifications:
- High-resolution cameras (4K or higher).
- Monitors and displays with a high frame rate of at least 120 frames per second (fps).
- Synchronization equipment.
- Low-light sensitivity features.
- Motion tracking system.
- Stabilization system.
- Specialized offside cameras.
- Real-time data transmission equipment.
- Compatibility with the Association's current VAR system.

2.3 Maintenance
Regular maintenance is essential to ensure the stability of the VAR system, including regular checks and upkeep of electronic equipment used in the system. The proposer must provide the necessary personnel and materials for maintenance.

2.4 Performance Guarantee
The winning bidder must provide a bank guarantee issued by a bank headquartered in Thailand to the Football Association of Thailand on the contract signing day. The value of the guarantee must be 15% of the contract price and will serve as a performance guarantee throughout the contract period.

3. Evaluation Criteria

3.1 Qualification Evaluation
The proposer must meet the qualifications in section 1 and submit all required documents. If the qualifications or documents are incomplete or incorrect, the proposal will not be considered unless the error is minor and does not affect the critical terms.

3.2 Technical Proposal Evaluation
The proposer must submit complete technical details as per section 2.

3.3 Price Proposal Evaluation
Price proposals will be evaluated based on the highest value and benefits within the approved budget, not necessarily the lowest price.

4. Budget

The total budget for this procurement is not to exceed 16,000,000 Baht (Sixteen million Baht), inclusive of VAT. The project budget will be utilized for the implementation during the second leg of the 2024/25 Thai League season (120 matches), the 2024/25 League Cup (3 matches), and the 2024/25 Chang FA Cup (3 matches), covering a total of 126 matches. 5. Timeline

The winning bidder must complete the work within 1 month from the date of contract signing.

6. Proposal Submission

Proposals may be submitted via email to secretariat@fathailand.org or at the Association’s office at 286 FA Thailand Building, Ramkhamhaeng Road, Huamark, Bangkapi, Bangkok 10240, from now until November 8, 2024, at 5:00 PM.
